Okay, I'm a big noob at web designing and would like to know what is the most commonly used scripts for a News/Update section.
I've seen one with "Posted by: **** Time: 18:20:22 **/**/****"
Is it all done manually? Or is there a program or script that'll do it all for you?

No, generally it's not done manually unless there's only one person posting news/updates. But even then, it's still tedious to do it manually.
You can use CuteNews; all you need to do is install and configure; not much programming skill is needed.
I just happened to be looking for a good PHP news posting script last night. I installed about 10 different ones before finding one that I liked. I used to use NewsPro, which is a Perl script that's been around forever. They stopped updating it and it's hard to find.
Anyway, the PHP script I found is called JNews. If you're looking for something that you can easily and quickly implement into a site, this is probably your best bet. It's very easy to set up and very easy to manage old entries and create a archiving system.
