Learned how to add blocks,
if you installed tiny portal switch back to the core template so go to
admin templates layout look for a theme with core in the name

select that them and hit save
go to block and you will see every little detail :D

I guess it will be easier with screenshots and explanation. It's hard to interpret how this works.
