Hello.. could any one tell how can I make that my web site apears on google?

all u have to do is submit ur site to the google search engine

Google rarely uses meta tags - it ranks pages on their content, and how well it can access it (ie. no font tags, stylign done with CSS etc.).

Best way to get into Google is to have links to your site from pages that are already in the index. Ask associates, submit to directories or even have a link to the site in your signature on forums :)

Google doesn't place much importance on header meta tags.

Though it does still like <Title>,<h1>,<h2>,[b], etc

Google also likes lots of content rich pages and back links.

Mostly right; Google uses content inside the following tags (in order of importance) to define what the page is about:

<title>/<h1>
<h2>
<h3>
<h4>
<h5>
<h6>
<p> (But only the first paragraph or so.)
Rest of content (<p>, <img> etc.)

Note that if tags like <title> and <h1> have lots of keywords inside them (or there is hidden content on your page), Google will blacklist your site. Tags like [b] and [i] are not relevant (the same goes for [i] and [b]).

Sometimes, Google rejects or ignores your request. That happened to my website. I wonder why. I've been waiting for...oh a year and my url hasn't come up...:(

as far as my experiences have taught me in the past two years, there is nothing you can do to make your site appear on google, except perhaps making sure that one other page already on google has a link to your site, so that google bot can actually find you. it's useless to submit your site. it has never worked for me.
