It would not be easy if you want to integrate it totally as a component into your CMS, I mean like using same username and password without the need to login again. If you want that, you will need to search to see if someone else has already done that, else it would be hard.

EDIT: I dunno about Xoops, but you can try Mambo if you want. phpBB can be integrated into it.
